Almost ten years later, Joe meets up with his fixer and sees how the new Bosnian government has "dealt" with these criminals and Joe ponders who is holding the reins of power these days...

Le quartier de la raffinerie de pétrole Sylphex est bouclé par les forces de l'ordre: un forcené retient les salariés en otage. Pour comprendre ses motivations, apparemment inintelligibles, le chef de la police décide d'appliquer une nouvelle méthode de haute volée, dite << du feu par le feu >>. Cette technique consiste à confronter des caractères de même nature afin de faciliter le dialogue. Bien évidemment, le profil psychologique qui ressort de la grille d'analyse correspond à celui de l'inspecteur Moroni. Moroni, flic nul et névropathe, est donc envoyé en première ligne pour négocier avec Eugène Puthoff. Une fois dans la place, Puthoff lui apprend que son action ne vise qu'à médiatiser une invention révolutionnaire que l'industrie pétrochimique aurait étouffée : le moteur qui fonctionne avec de l'eau! Partageant les intentions écologiques de son kidnappeur, Moroni décide d’aider Puthoff dans sa cavale. Mais il ignore qu’en réalité la Sylphew a viré ce dernier pour avoir pris des photos dans les toilettes des dames..
